It is believed that settlers from northern Mindoro and southern Cavite were attracted to the vast plain near the shores of Balayan Bay around the end of the 18th century because of the abundance of fish and other marine life found in the area. Furthermore, there was a time when the surrounding provinces had a huge demand for dried fish (tuyo) as well; therefore salting and drying fish became their major occupation in addition to fresh catch.
